Changes to Border Crossing Rules for Commercial Drivers in Ukraine

Starting from September 10, Ukraine is implementing new procedures for border crossing specifically for commercial drivers. The only tool that licensed carriers will need for border exit will be the “eQueue” system. This means that the previous requirement to fill out a “18-60” application, known as “Shlyakh,” is no longer necessary.

This information was released by the press service of the Ministry of Communities and Territories Development of Ukraine.

Previously, the process for booking a spot in the queue for military-obligated drivers involved first submitting a request in the “18-60” module (“Shlyakh”), and then registering the place in “eQueue.” According to the announcement, the “18-60” module was used to verify the identities of military-obligated drivers crossing the border. With the system update and the simplification of processes for carriers, officers of the State Border Guard Service will now verify the driver’s registration status in the “eQueue” system instead.

In this way, “eQueue” will become the single point for filling in information required for the exit of commercial drivers.

The ministry emphasized that the ability to cross the border for commercial transport purposes will be available only to those drivers who are registered in the carrier’s electronic cabinet within the Unified Complex of Information Systems (EKIS) of the Ukrainian Transport Safety Institute.

Recent News on Border Crossing for Drivers

In February 2025, the government discontinued the operation of the “Shlyakh” system for drivers transporting humanitarian cargo. From now on, these drivers must have other valid reasons for crossing the border.

Additionally, it was reported that regulations for military-obligated men exiting Ukraine for humanitarian or medical aid transportation have also been updated.
